I definately would do this on Waikiki , but is it totally out of the norm at less busy beaches? There is an unofficial nude beach in Kahuku , about as far away from Waikiki as you can get on Oahu , but not likely worth making the long trip for. I don't think anyone will hassle you at the beaches outside of urban Honolulu if you bare your breasts, but you will probably be the only topless woman there and will get more than your share of leering.
